ACCOMPLISHMENTS

“Four years ago, you placed your trust in me to serve as Cumberland County’s District Attorney.

“Together, we’ve begun building a justice system that is fair, compassionate, and focused on what truly keeps our communities safe.”

  • Created a Sex Crimes Prosecution Team to prioritize these frequently under-prosecuted cases, take them to trial, and give victims the justice they deserve.

  • Won a $2.5 million federal grant to collect, test, and investigate hundreds of stored rape kits (some almost four decades old), and investigate and prosecute where possible.

  • Created a new alcohol and drug addiction diversion program to help defendants find their way to recovery.

  • Instructed law enforcement to start treating car crashes resulting in injury to pedestrians as potential criminal or civil violations, so that my office can review all the evidence for potential charges.

  • Developed and expanded a restorative justice program to help low-level, first-time offenders accept accountability, restore constructive connections to community, and reduce future criminal conduct. The new program has capacity for 4x the participants over the coming year.

    • Over 10% of cases last month (April 2026) went to new recovery or Restorative Justice diversion programs.

  • Expanded the Victim & Witness Advocate (VWA) program to give victims information and confidence to navigate the judicial process. 

  • Created a dedicated space for victims and witnesses at our historic courthouse — the “Lois Galgay Reckitt Room” — so victims can wait to appear in court without encountering perpetrators.

  • Identified and began fixing systemic gaps in the Mental Health docket, and instituted changes to help keep both the public, and individuals with acute mental health needs, safer.

  • Tapped by legislators to lead a statewide task force to identify persistent problems in our civil mental health system and propose solutions.

  • Was the only prosecutor in Maine to publicly support the 2026 Clean Slate Act (LD1911), so that people with a past conviction can more easily access jobs, housing, and education, and not keep paying for an incident that is supposed to be behind them. Learn more…

  • Partnered with Portland Police and Portland’s Homeless Services Center (HSC) to allow unhoused individuals to stay at the HSC instead of being criminally charged, so they can be connected to permanent housing. Since implementation of this policy, over 400 people have been housed from the HSC.

    • NEWS: In March/April 2026, our FUSE partnership placed 18 unhoused individuals into permanent housing.

  • Put federal immigration agents on notice that they are not above the law when they threaten public safety. We are tracking possible cases and hoping to move forward soon, because we don’t tolerate secret police in Maine and no one is above the law. I have made the necessary partnerships so we can charge ICE agents who break the law, when we can identify them and when we have enough evidence. Read more about this on my FAQ page »
